EDUSAT Studio augmentation and installation


Background:
 

Vigyan Prasar is an autonomous organization setup by the Department of Science and Technology, Government of India to promote science and technology education at all levels.

Vigyan Prasar has established an EduSat two way Audio – Video interactive communication network. Vigyan Prasar has also been active in broadcasting popular science Television programmes over Doordarshan TV network.

The Proposal:

Vigyanprasar intends to augment the existing EDUSAT set up with the addition of more professional/broadcast and other peripheral equipment to enhance the video and audio quality being broadcast on EDUSAT network. This will also enable Vigyanprasar produce informative and illustrative video audio modules to add edge to the present broadcast making it more interesting and attractive. It is proposed to integrate and Hardwire all the existing Video and Audio equipment - both the EDUSAT  and  professional Video-Audio with the addition of a few more peripheral equipment- to be able to achieve the following…

  1. Create a Convenient operational environment for preview and quality check of Audio and Video (Radio and TV) programmes.
  2. To be able to access professional video-Audio equipment for EDUSAT usage.
  3. To be able to edit both Audio and Video programmes to create new programmes and learning modules for the live programmes.
  4. To be able to record both Audio and Video in the studio for a limited usage.
  5. Create an Acoustic ambiance for better sound clarity in the studio.
  6. Add minimum required lights to enhance the video quality.
  7. Ease of usage of all the equipment without having to connect and disconnect often.

 

 

 

The Job:

A turnkey job which involves purchasing of new equipment, all required cables Acoustic tiles and other accessories, installation, interconnection, testing and operationalise, etc.

1.      Purchase the required equipment and other material as prescribed in Annex -1

2.      Hardwire/connect the system as per the schematic provided with modification if any required.

3.      Install, align and test all the equipment for continuous and ease of operation.

4.      Install the lights to the ceiling. These lights may require some minimal fixtures to be fabricated.

5.      Fix the acoustic panels to be glued to the walls and the floor in an attractive and decorative manner.

6.      Install the new UPS system and integrate it with the existing one.

7.      The new equipment is to be mounted on a 19” rack.

8.      Prepare a proper Electrical earth- with resistance less than 1.5 Ω.  A proper earth should ensure hum free video and audio as it is broadcast and recorded.

9.      Prepare a console - wooden-for mounting the vision mixer and the audio mixer for the convenience of operation.

10.  Prepare wiring/Schematic drawing for reference/documentation.

Conditions:

*      The job: Involves purchasing new equipment as prescribed and integrating them with the existing ones.

*      The requirement of cables, cabling accessories, mounting fixtures for lights are to be assessed properly before quoting. Some of these may have to be fabricated. A sketch of the location is provided in Annexe-3.

*      The cables are to be routed properly, tagged, tied and bundled and secured with proper cable ties for cable safety and ease of operation.

*      Equipment rack has to be mounted with required electrical connections and a proper electrical earth.

*      PVC cable casing to be used where cables are to be routed over wall and longer distances in the open.

*      The make and model numbers of the equipment to be purchased as mentioned here are preferred ones. The contractors is free to quote for other makes and models if in their view they are better supplements and are cost effective. How ever the official committee set up by VP will decide whether it is suitable or not and approve the final configuration.

*      The contractor should mention clearly the cost of individual equipment, cost of cables and cabling accessories, mounting hardware etc and the cost of installation separately in the quote.

*      Warrantee: The contractor should provide a warrantee of three months on the installation. This would mean that any problem with the cabling, connectors, interconnections should be attended to for a fault free operation for three months from the date of operationalisation.

*      However for equipment manufactured by other agencies the manufacturers warrantee should hold good for the designated period.

*      Right to accept or reject any offer in full or part thereof lies with the technical committee set up by Vigyanprasar for this purpose. The decision of this committee if final.

Sealed proposal including item wise budget and time required to execute the work after the award of work should be sent to ‘Registrar, Vigyan prasar, NCMRWF Campus, A 50, Sector 62, Institutional Area, NOIDA 201 307 on or before 27th July 2007 4.30 pm. The sealed cover should be marked clearly ‘RFP for EduSAT studio’. Unmarked covers, proposals received after the due date would be summarily rejected.
