Activities
Training:It organizes training courses for the working
managers and government officials relating to following
areas: -
Management of hazardous substances,
Prevention, control and management of chemical accidents,
Identification of major hazards,
Assessment of major and minor hazards,
Risk analysis,
on-site off-site emergency planning,
Management of natural disasters such as earthquakes, floods,
drought, famine and cyclones.
Consutancy Services: In the area of technological disasters,
DMI provides following consutancy services: -
Safety audit reports (including site clearance reports)
Hazard identification / HAZAN and HAZOP
Risk Assessment studies
Emergency preparedness plans (both off-site and on-site)
In the area of natural disaster, consultancy services are
offered in the preparation of emergency preparedness plans
especially for disaster prone areas.

effectively so as to minimize loss of life, awareness
programme have started by the Institute since 1995. These
include organizing exhibition and population lectures on
mitigation of disasters, disaster preparedness, rescue and
relief operations. These programmes are organized in
industrial areas for benefit of industrial workers and their
families, in schools for students and educationalists, in
community halls for ladies and NGOs.
Documentation, Information and Awareness Division
The Institutes Documentation, Information and Awareness
Division is involved in collection, compilation and
dissemination of information on all matter relating to
disasters.
Documentation of various disasters and other related issues
is carried out which is then published in the form of BROWN
FILES which are available.
PATRONS
Government of Madhya Pradesh : The Government of Madhya
Pradesh provides financial grants to the Institute for
undertaking its activities. It also provides administrative
support for the activities of Institute.
NORAD : Royal Norwegian Embassy has provided support for the
strengthening of the Institute. The objective of the NORAD
Project is to build the capacity of the Institute in the
field of training and consultancy assignments with the help
of NORAD.
Ministry of Environment and Forests: Ministry of Environment
and Forests, Government of India, provides financial grants
to the Institute for organizing training courses on
management of chemical accidents.
Ministry of Agriculture, Government of India: Ministry of
Agriculture, Government of India has sponsored posts of
Faculty in DMI to undertake natural disaster reduction
related training and research activities.
Aus-Aid: Aus-Aid has approved financial and technical
assistance to DMI for strengthening capacity for preparation
of disaster management plans for earthquake and flood prone
districts of M.P.

News of National Workshops
Ist National Workshop of District Collectors for
Preparation of Model District Disaster Management Plan; 09 -
10 November, 2000, DMI, Bhopal
A Step Towards Disaster Prevention
The first national workshop to discuss and finalize the
structure of Model District Disaster Management Plan (MDDMP)
was organized by DMI on 09-10 November, 2000. As more than
50 attendees at this event in Bhopal would attest, the
workshop truly lived upto its billing as the first-ever
discussion forum for this sacred purpose.
The inauguration by the Honble Chief Minister of Madhya
Pradesh, Shri Digvijay Singh depicted the concern of the
govt. of M.P. for disaster prevention. "A well thought and
operational disaster management plans are to be prepared for
disaster prone districts," said the Chief Minister. The
Collectors, Dy Collectors, senior govt. officials and
faculties from administrative training institutes attended
the workshop. Among all the dignitaries present, some of the
distinguished personalities were Shri. Indrajit Kumar Patel,
Honble Minister of Housing and Environment, Govt. of M.P.;
Shri T. N. Srivastava, Chairman, Professional Examination
Board(PEB) and High Powered Committee(HPC), Shri. Satyanand
Mishra, Principal Secretary(PS), Govt. of M.P., Housing and
Environment Department; Shri Michael Siromony,
Director(NDM), Ministry of Agriculture and Co-
operation(MoA&C); Shri. A.P. Srivastava, Executive Director,
DMI, Bhopal. Throughout the two days, the workshop offered a
wide range of topics focussed on during, pre and post
disaster situations. More than ten information-intensive
educational sessions and a top-notch showcase of state-of-
the-art presentations and background materials were offered.
It was all designed to help attendees to acquire the
knowledge and skills needed to implement innovative
strategies for preparing the disaster management plan for
vulnerable area. The workshop provided a forum to all
learned heads for discussion and finalization of structure
of MDDMP. This workshop, first-ever conducted featured
topics for both industrial and natural disaster management.
Several prominent figures helped set the stage of each day's
events. Shri. S.K. Chaudhary, Director Central Water
commision(CWC), Delhi shared his experience in flood
forecasting and management. Also on the same day i.e. 09
Nov, 2000 Dr. S.M. Kulshreshtha, Retd. DG, India
Meteorological Department shared his views on cyclone
warning and forecasting, Dr. Prasannakumar, DG Himachal
Pradesh Institute of Public Administration(HIPA) presented
the case study on aviation accidents, Shri. P.K. Mehrotra,
DG M.P. Academy of Administration discussed on emergency
management in disasters, Shri. A.P. Srivastava, ED DMI
reviewed the challenges faced during management of chemical
accidents. On the next day ie.10th of Nov 2000, Prof. Menon
faculty YASHDA, Pune shared his experience on multihazard
emergency management planning in Maharashtra and finally
Shri. A.P. Srivastava made a presentation on the format and
approach towards emergency management plans
IInd National Workshop of District Collectors for
Preparation of Model District Disaster Management Plan, 01
December, 2000, at Indian Institute of Public
Administration(IIPA), New Delhi
To extend this effort to encompass disaster mitigation, the
second workshop of District Collectors for preparation of
MDDMP was conducted by DMI at the Indian Institute of Public
Administration (IIPA), New Delhi on 1st December, 2000. This
workshop featured topics for mitigation, preparedness,
response and recovery at all stages of disasters. The
objective of the workshop was to discuss the various aspects
of disaster management components and the format of the plan
and to orient the district collectors to develop disaster
management plans of their respective districts with
suitable/appropriate modifications to suit the local
conditions.This six session program featured key management
issues for natural disasters and chemical accidents,
resource management planning, comprehensive emergency
management plans including format and methodology.
Discussion were carried out on various important aspects of
disaster management. The source book on disaster management
prepared by Lal Bahadur Shastri National Administrative
Academy(LBSNAA) Mussorie and CD of district emergency
management plan(DEMP) of Khandwa provided to the attendees
made a substantive contribution to the body of knowledge in
disaster management.
Career/Personal Development at ADPC, Bangkok

career development. Learning everything you can about your
chosen profession is one of the best ways to enhance-and
advance-your career.
Shri. Sagar Varma, working as Assistant Director in DMI, was
sent to attend the 26th Disaster Management Course at Asian
Disaster Preparedness Centre, Asian institute of Technology,
Bankok which is an excellent step in the career advancement
process. The course duration was from 06-24 November, 2000.
The professionals participating in these type of courses not
only gain experience in trends prevalent in that particular
country but also share the experiences of other participants
from different countries. For beginning professional working
in this field, it offers some solid basics they may not have
received elsewhere and utilize their knowledge and skills in
the benefit of the institute.
DMI to represent in Australia India Disaster Management
Symposium: 31st Oct to 04 Nov, 2000, Delhi
The Australia India Disaster Management Symposium organised
by Confederation of Indian Industries(CII) on 20-22
November, 2000 at Hotel Taj Mahal , New Delhi highlighted
the commitments of the world towards protection of human
life, property and environment.
Honble Minister Shri. M. Venkaiah Naidu, Minister of Rural
Development was the chief guest to grace the occasion by his
presence. He welcomed the initiative taken by Australia-
India Council and all the participants.
Shri. A.P. Srivastava, Executive Director, DMI was one of
the distinguished dignitaries to deliver his noble concern
for the sacred purpose of disaster management. This was the
program of Indo-Australian project of Khandwa district
disaster management plan taken up by the institute. The
Director, Col. A.K.S. Parmar and Astt. Director Shri. Amit
Kumar were also among the attendees in the seminar.
Oxfam, Delegation meets DMI
International interest in disaster prevention continues to
grow, as evidenced by the recent information gathering tour
of Mr. David Nessubam, Country Representative, Oxfam. The
Country Director met the Executive Director of DMI on 15th
November, 2000 to discuss on the common field of interest
i.e. Disaster Management. The meeting is expected to be
beneficial both for DMI and Oxfam.
Representation from DMI in Indo-American Chart Symposium:
31st Oct-04 Nov, 2000, Delhi
DMIs Director, Col. A.K.S. Parmar, was among the honored
speakers at the Indo American Chart Symposium held 31st
October-04 November, 2000 at Indian Institute of Public
Administration (IIPA), New Delhi. In addition to Col. Parmar
a large number of regional heads of states, corporate
executives and senior government officials working in the
field of industrial and natural disaster participated in the
event, held under the patronage of the Government of India
and Center of Excellence, USA.
Workshop For School Teachers on "Chemical Safety"
To witness 3rd December as 'Chemical Disaster Prevention
Day', one day workshop was organized by DMI on 3rd December,
2000 in the conference hall of EPCO. The teachers being the
guide to the foundation stones (ie. Children) of our
society, were invited to participate to increase awareness
level on chemical safety. The professionals of the institute
took several information intensive educational sessions to
upgrade the knowledge and awareness towards chemical safety.
The program was well received by the attendees and requested
that similar programs be presented in future.
DMI to contribute in Human Resource Development
Program(HRDP) under the Indo-German project supported by
World Bank.
The knowledge and credentials of DMI has been appreciated at
Central level which is portrayed by the identification of
the institute by CPCB and MoEF as one of the major
institutions to impart training on the spatial environmental
planning. This decision also bolsters the institute's
ongoing efforts to enhance technical professionalism
relating to environment. DMI's dedication towards the
protection of people, property and the environment have been
appraised by its selection out of fifty five institutions
all over India as a Nodal Training Institute for
dissemination of information and knowledge on environmental
aspects. This project involves residential training programs
for different stakeholders in environmental management
planning in India. The target groups are the officials from
the Regulatory Agencies, District Administration etc. The
project is supported by Ministry of Environment and
Forests(MoEF), Central Pollution Control Board(CPCB), German
Technical Co-operartion(GTZ), Carl Duisberg Gesellschaft e.V
and World Bank.
