Introduction
Association like AAUI was thought of immediately after the partition. A serious thought was given by some of senior Government officers and industrialists to set up a nucleus Automobile Organisation for attending to the problems connected with Automobiles road Safety, Traffic, Road Tax and so on. Late Shri V. Shankar ICS was the pioneering force behind this movement. Due to his efforts the Automobile Association of Upper India came into existence in 1950.The Western India Automobile Association (WIAA) was founded on October 15th 1919 and today is the largest and the oldest motoring body with over forty-eight thousand members and a network of 7 branches in 4 states of Western India.
AAUI is well patronised by high officials of the industry alike. Late Rajindra Prasad, the first President of India honored the Association by accepting to become its first Patron-in-Chief. Thereafter the Presidents of India have been bestowing this honor on the AAUI. Besides this, the Lt-Governors of Delhi and the Chiefs of the Three Services have been the patrons of the Association as a matter of tradition.
AAUI
is rendering useful service to the public and the Departments of Transport,
Police and Customs. Its performance can be well judged from the fact that the
Association had collected and deposited with the Transport Authority a sum of
Rs.80 lakh (approx.) on account of one time road tax, and fees introduced by the
City Government during 1986-87. It rendered a great help to the motorists who
could pay the tax almost at their door-step.
AAUI is making all out efforts to enlarge its membership so as to bring a large
percentage of motorists into its fold and also to obtain greater facilities for
them. The AAUI generally has a say in the matters connected with Motor Driving,
Road Safety and Traffic Discipline. Efforts are being made to train a large
number of motorists in First Aid and in Traffic Warden duties so as to make them
more helpful in rendering services to the public and
The Association from the time of its inception has been making a lot of progress
in various fields promoting Road Safety, Pollution Control and educating heavy
vehicle drivers at the AAUI Driving Training School. A number of important
training aids have been added to improve the standard of training imparted to
the members and public.
It is a matter of great pride that a number of corporate organisations like
Maruti Udyog Ltd. and Castrol india Ltd. and media have extended their valuable
support in promoting various activities concerning Road Safety measures.
The major aims of the Association
To promote, encourage and develop the Automobile movement in Northern India
comprising of Delhi, Haryana and Punjab.
To organise the public by enrolling them as members and creating a forum for
voicing their demands and protecting their rights.
Creating a public-service oriented body to liaise with the Government, police
and other concerned bodies for proper administration of laws and regulations
affecting the use of motor vehicles.
To educate the public in Road Safety and make them conscious of Traffic
Discipline and generally helping the Law and Order machinery in enforcing
traffic laws.
Activities
As soon as the government realised the importance of the valuable services
rendered by the organisation they delegated the following activities to the
Association :
Collection of Road tax and other fees payable by motorists in connection with
various formalities relating to their vehicles.
Conducting of driving test and renewal of Driving licenses.
Issuance of International Driving licenses
Issuance of Carnet-de-Passage for temporary export of vehicles from India to
other countries by tourists and to handle similar documents relating to vehicles
temporarily imported into India by foreign tourists, not requiring payment of
customs duties either way.
The Association is thus rendering useful service to the public and the Transport

Efforts are being made to train a large number of motorists in First Aid and in
Traffic Warden duties so as to make them more helpful in rendering services to
the public and augment the resources of the Government.
The AAUI has been organising many Free Eye Camps to assist the Delhi Traffic
Police, DTC, and Transport Department. Besides medicines, free Spectacles were
provided by the Association in deserving cases. The AAUI also contributes to the
'Road Safety Week' every year.
School Activity
The Delhi Government has proposed the formation of road safety clubs to ensure safety of the school buses in the city. The road safety clubs will greatly help in cultivating safe road behaviour among schoolchildren, who are the most vulnerable to road accidents.
The state government had received applications from 89 schools in Delhi for running road safety clubs, last academic year.
The measures envisaged by the state government to ensure the safety of school buses include holding a workshop with school Principals of Delhi in April so that the Principals take a personal interest in the road safety education of schoolchildren, compulsory training for school bus drivers to be imparted on weekends by institutions like the Institute of Driving and Transport Research (IDTR) and the Automobile Association of Upper India (AAU) when the schools are closed.
President
T.
K. Malhotra is the President of the Automobile Association of Upper India (AAUI)
since 1981. He
has served as the President of the Federation of Indian Automobile Associations
(FIAA) for three terms.
In recognition of his contribution in the field of road safety and
promotion of tourism, he was nominated as the Honorary Vice-President of the
World Body Alliance International de Tourisme (AIT), Geneva (Switzerland), for
the year 1993-94, an
honor conferred on any Indian first time in 94 years of the history of
the International Body.
He
has served on various committees both at the state and national level. He is a
member of the Solatium Fund Committee, the Central Traffic Advisory Committee of
Delhi Police, the National Road Safety Council constituted by the Union Ministry
of Road Transport and Highways, Advisory Group, National Highways Authority of
India, FICCI and CII Tourism Committees and CII Urban Development Task Force.
His contribution to the motoring community on road safety through his regular
weekly columns in Hindustan Times and the Indian Express has been widely
acknowledged. His TV serial, Hello Motorists and Road Watch regularly
telecast on Doordarshan for more than 200 weeks has generated significant public
interest towards awareness on road safety and automobiles.

K. Malhotra has presented many papers at national and international seminars.
He is also the author of book titled All
You Need To Know About Cars & Safe Driving. He has also authored
a booklet titled ABC
of Road Safety for children. He
is the recipient of the Gem of India Award. He was also honored with Sarv
Saresht with Bhartiya
Pritishtha Award conferred on him by the National Integration Assembly
(NIA) and was also presented with Chief Ministers Trophy in 1994 in
appreciation of his outstanding contribution on the Road Safety Exhibition. He
is also responsible for establishing the most modern driving training school in
India equipped with state of the art electronic driving simulators as the prime
audio-visual training aid.
As a result of Mr. Malhotras exemplary dedication to promote road safety,
Automobile Association of Upper India (AAUI) was declared the Runner-up
for the National Award on Road Safety for the year 2000. The
Ministry of Road Transport and Highways has instituted the Award.
DRIVER REFLEXES TESTING MACHINE
After the installation of an Electronic Driver Simulating system in its premises
at
C-8, Institutional Area, South IIT, new Delhi, the Automobile Association of
Upper India is again the first to install a Driver Reflexes Testing System for
the benefit of drivers.
The system which has been jointly developed by Central Scientific Instruments
Organization (CSIO), Central Road Research Institute (CRRI) and National
Research Development Corporation (NRDC) is designed to give a Psycho - physical
test to the drivers. The standards laid down for various tests are similar to
those followed by European countries. The design has been adapted to Indian
conditions and the reaction timings have been prescribed as standard norms after
conducting trials at Chandigarh and Delhi.
It is a well known fact that more than 60% accidents and about 80% fatalities
are due to errors of judgment committed by the drivers. It is also noted that
the drivers in various cities react differently to the Psycho-physical tests.
While there can be many more reasons such as bad road infrastructure and faulty
vehicles, one cannot overlook the fact that poor night vision or inability to
recover from the glare is also an important factor. The problem is primarily
aggravated due to nonexistence of modern driving schools in the country where
emphasis could be given in developing much needed driving skill and aptitude.
We are aware and we do see in our day-to-day travel on highways that most of the
drivers engaged on heavy vehicles learn their driving through on-the-job
training as 'cleaner' or 'helper' to the driver. To further compound the problem
the heavy motor vehicle drivers suffer from lack of basic educational background
as majority of them are semiliterate or illiterate.
After conducting sample test on more than 2000 drivers, the Automobile
Association of Upper India has further updated the system to classify the test
under 3 grades namely 'A', 'B' and 'C'.
This Classification helps in distinguishing a driver with finer reflexes from
the one with poor reflexes. Unfortunately, even elite class people who commute
in their cars everyday are not conscious about their reflexes. It should be
understood that these tests do make us aware of our shortcomings. Once a driver
is aware of his deficiency of a particular reaction, he/she can take adequate
steps by taking added precautions to avoid a crash e.g. driver with a poor night
vision / glare recovery should be more conscious to avoid frequent use of Dipper
or possibly using Anti-glare Glasses or driving at much lower speed at night.
The system installed and introduced by Automobile Association of Upper India
will help the trainees of its school to be aware of their vision shortcomings.
The AAUI also proposes to organise regular camps at its Institutions to afford
free reflexes test to Senior Citizens of Delhi.
Membership
Senior Citizens can enroll at a concessional one time fee of Rs.1500/- for life membership.The membership is open to all motorists in possession of motor/car/2 wheelers.

Breakdown
Assistance from 8 am to 12 pm midnight
On account of declaration of all commercial vehicles older than 15 years
becoming obsolete, our member and public had to face the difficulty of
non-availability of towing cranes. However there had been some improvement
during the last quarter, when newer model vehicles have been inducted as towing
cranes. The AAUI is also planning to develop a modern crane, capable of handling
various types of newer models of cars, which are prone to get damaged when such
cars are lifted by conventional cranes. The breakdown service will be made more
efficient in near future by getting our mechanics trained at manufacturers'
plants.
Travel
itinerary(Road Information and Road Maps)
This book is in great demand by all the corporate bodies as is provides road
itineraries from and to various important towns within the country. Another
useful book 'Road Atlas of India', published by Federation of Indian Automobile
Association (FIAA) is also very handy as it provides sectioned maps of various
sates, along with the road distances marked on the roads. Besides, useful
information about various places for breaking journey and sight seeing is also
listed. The services of the AAUI are greatly appreciated by various Government
and public organisations that need 'certified road distances' for point-to-point
destinations. These are absolutely authentic due to stringent care being taken
while issuing these certificates.
Passport Assistance (new/renewal)
Members intending to visit foreign countries are greatly helped by getting their
passport renewed or new passport processed through the Association.
Driving License Assistance
Members will be interested to know that the new driving license issued by the
Transport Authority has many additional features such as date of birth, record
of issue-date of first laminated license from Delhi with the present date of
issue, residential address and date of expiry etc. As a document, the new
driving license does meet full requirement for an Identity document. They have
also introduced the latest system of getting a record of finger prints of index
fingers of the individual, which would enable fixing the identity of the
individual without ambiguity.
Car Park Attendants
Reputed institution like AIIMS & Karkardooma Courts, Shahdara have utilised
our Car Parking Management Service on a yearly basis.
Vehicle and General Insurance
The computerised Center set up by National Insurance Co. at our South Delhi
office is rendering excellent services and has become quite popular with the
members as the policy is issued across the counter without much hassles.
Casual Drivers on call
The AAUI provides casual drivers at a reasonable daily charge to the members.
During the year, 2243 casual drivers were provided to our members for emergency
duties ranging from one to several days. This service also provides a good
social support to competent drivers who are out of job and keen to have at least
a part-time job.
Drive-in claim center
The center has been very helpful in immediate settlement of insurance claims of
AAUI members. Fifty percent of the estimated cost of repairs to members cars is
paid within 24 hours with balance 50 percent payable after the vehicles are
satisfactorily repaired and produced for inspection.
Driver Placement
To back up the casual driver service, the AAUI is also managing placement
service for all types of drivers. For this service, we do not accept any
placement charge from the drivers, although, the corporate/individuals members
do pay a fees of Rs. 1000/- for each successful placement.
AAUI CLUB
The AAUI club has started functioning. However, in order to give impetus to make
it viable, members are requested to avail of various facilities of A/C Bar,
Dining Hall and Air-conditioned guest rooms, affordable contribution to building
fund. There is facility for Corporate Members to hold their Board meetings also
in the AC Conference Room.
Pollution
Under Control Certificates
The AAUI has adopted the following colonies for rendering on-the-door-step
pollution control testing facility by our PUC team. During such visits, the
service is available to members or nonmembers alike. PUC certificates are issued
after testing each vehicle on the spot. A scheme is being formulated to render
this service to our members free of cost.

The Western India Automobile
Association (WIAA)
The Western India Automobile Association (WIAA) was founded on
October 15th 1919 and today is the largest and the oldest motoring body with
over forty-eight thousand members and a network of 7 branches in 4 states of
Western India. The WIAA - Castrol Institute of Motoring at Ahmedabad is equipped
with state of art equipment and aims at carrying out research on Road Safety and
giving training on road safety to all users of the road.
The Western India Automobile Association is the largest Automobile Association
in South Asia. Its current membership is to the tune of 48,000 members today
and the scope of its activities extends to cover major cities in Western India.
The Association has its headquarters in Mumbai, and offers its services in the
states of Maharashtra, Gujarat, Rajasthan, Madhya Pradesh and Goa. It has 6
branch offices apart from the HO in Mumbai, and offers to all its members a wide
variety of services ranging from issuing of learners' licenses to legal advice
on motoring issues.
The Association also undertakes to promote tourism within the country. In its
very first decade of existence, the Association built up over 1400 routes
covering nearly half a million miles. The WIAA is actively in touch with its
counterparts in other countries, giving them the necessary travel information as
a part of its program to attract tourists in India. The WIAA also has reciprocal
service arrangements with other Automobile Associations and Clubs all over the
world. The Association is recognized as India's major authority on motoring
issues and represents its members and motorists interests to the Government and
other sector and industry groups.
