Restrictions should be eased. I don't say that it is very difficult

I do agree
with most of the suggestions given by you but we people are not trying for
the betterment of the condition of the equipments since even if a person
gets a license there are lots of hurdles in getting the equipment we all
shall agree that the number of equipment in India both HF , VHF and
miscellaneous others is abysmally low compared to that of other countries
we should try to soften the import policies of the GOI . some of the
suggestions about the equipments are-
1. The equipments should be allowed to import duty free
2. The equipments should be allowed to import in the form of baggage by
any license holder.
3. a lots of older equipments of all kinds are treated as junk in japan/usa/europe
and are available at quite a cheap price. GOI should allow to import the
junk so that the equipment position can be smoothened in India.

to increase
power on the bands when the increase has already been permitted by
default. The power level of 150W DC INPUT means an effective output of
about 75w. But all radios imported are 240W DC INPUT!! Also many hams use
amplifiers without sanction & claim huge antenna arrays for the big
signal!! HAMS need to learn to be more honest.

delighted to see something of this kind being worked out in my home
country! Good job! I have a couple of points to raise.
First is of HF
mobile operations. Why restrict within 200km?
I have operated from
different corners of US using different district identifiers. Never had a
problem. Why here as long as the amateur identifies his aprox. location?
I guess our authorities are a bit fussy about it. In W land applying for a
reciprocal is a paperless procedure. Cant we have the same in our country?
Importing radio equipments have/and will be a nightmare for all radio
hams.
Why such a big fuss when we
gladly offer our assistance in the event of a national emergency? I
could have understood their logic if we had indegenous radio equipment
manufacturers back home, like for cars.
Last but not the least,
reducing the morse requirement to 5 wpm.

India is now facing
threats both external and internal. It is only natural for the
government to take all necessary precautions to increase security.
When the issue of Ham
Licence is concerned, a police clearance Certificate issued by the S.I.
or O.C. of the Police Station where the applicant for the Ham licence
stays will be adequate. One should realise that this is the procedure
involved when passports are issued. The time delay is also
considerably less when the issue of police clearance certificate is
faster.
Decentralisation of licensing authority will also help. Let there be four
Zones in India where offices for the issue of ham licences be located

There are a lot of
Unused prefixes
that could be allocated to Amateurs.
My suggestion is to allocate
different prefixes to different States. For Example, VU6 can be TN, VV6
can be Kerala. and Islands should get different Prefixes depending on the
region.. Eg. Vypin Island - 8T6.
This will help the process of decentralizing
the licencing as one prefix will be handled by only one monitoring
station. This could
also help the DXing enthusiasts and ARSI could organize contests easily.

I would like to
thank ARSI for their efforts in representing our long-standing
grievances. I am confident that WPC will certainly look into our
collective
appeal for the benefit & growth of Hams and our country.
1) In response to “NO” to LIFE-TIME LICENSE:
Issuing a lifetime license would lead to a proliferation of
defunct and inactive
licenses, especially due to causes like old age and death. In order to
mitigate
this risk, it would be good to have a longer licensing term of 10 years
(instead
of initial 7 years period and so on). In addition to this, the license
renewal
process should be made simple so that there is no burden on either the HAM
Operator or the WPC in performing renewals.
2) Revision on IMPORT POLICY:
The current import policy is flawed, in that the elapsed time between
applying
for a duty concession and the receipt of the import license is
indeterminate.
More often the import license is not given in time for the travel
of the HAM
Operator, leading to an exorbitant duty levy by the Customs authorities.
It
would be good if the current policy were modified to allow a HAM Operator
to get
a duty concession on production of his/her valid operator's license along
with
the radio equipment at the entry port.

De-centralization for issuing licenses is probably not a good
idea in India, since it will cause cause much more confusion and
chaos without a centralized single database for the licenses issued.
Instead of creating such confusion, putting a bit more resources into
the existing license issuing admin. might help. Regarding delay in
police verification: Rules should be simplified so that anyone
holding a valid Indian Passport is issued license immediately once a
report regarding successful completion test requirements is received
by the licensing authority Getting a passport is a relatively
painless process now.(in such a case, copy of passport should also be
included in the list of documents required to be submitted when one
applies for license).
2) In India each state/region/combination of states should be issued
its own prefix. Operation from places other than the location to
which the license is issued should be automatic/paperless. (Persons
holding Indian Amateur Radio License can operate anywhere from USA
without informing anyone or getting any permission just by adding the
required prefix - like w8/vu2lid. I wonder why I need to go through
complex time consuming paperwork to operate like that from my own
country.)
3) No-code license if introduced should be clearly identifiable on
the air and should be only for restricted portions of higher HF bands
(like 10m), with relatively low power levels like 10W. Code speed
requirements can be reduced to 5WPM. It should not be eliminated.
4) There can be situations where more power than what is already
authorized by the rules is desirable (like during emergency
communications etc.). Due to advances in technology and operating the
general trend is to use less power to achieve the same thing. Even
EME is possible now a days with 5W (yes that is five watts !), with
relatively simple antenna systems.
5) Regarding digital modes: The number of "digital-modes" available
for operation keeps on increasing every day... The provision to
"legalize" the modes should be done (I am not sure if this is really
necessary, since These are not really "new modes" in the conventional
sense + Everyone is using it already !) in such a way that
experimentation and use on digital modes that come up in future is
NOT restricted by introducing these rule changes.

The
suggestions recommended by ARSI seem to be more or less comprehensive.
We have the following additional suggestions.
1.The officer in Charge of the Monitoring Stations should be
authorized to
grant permission for temporary shifting of AWTS for
demonstrations/workshops by
accepting the application and the required fee.
2. The present list of items, which can be imported by a licenced
radio amateur,
should be revised, and Communication Receivers, TNCs, RadioModems etc.
should be
included in the list.
3. If suitable legislations are made to confer the status of
"Ministry" at least
to the Regional Monitoring Stations, de centralization can be implemented
effectively to reduce the work load at WPC.
4. The widespread and illegal usage of imported cord less
telephones is causing
interference to ham radio operation on the 144MHz - 146MHz band. The high
wattage cordless phones mostly affect the amateur VHF repeaters. The
continuous
emission from the phones causes the repeaters to time out, virtually
defeating
the very purpose of the repeater. We suggest WPC to intervene and take
immediate
steps to curb the import/usage of the cordless telephone instruments that
are
not tested and approved by the BSNL. Being governed by the same Ministry,
we
hope that this will be an easy job as far as WPC is concerned.

Decentralised licensing will only
promote
corruption. We have enough licensed non-hams on the band. However
procedure for licensing may be simplified and speeded up by a no-objection
from the local home ministry/police offices for issue of ham license.
Mobile operation may be permitted with restriction of operation in
sensitive areas. Hams operating mobile in these areas may be viewed as
police/spies and their lives may be at stake in these areas. They may be
robbed for their equipment etc. Mobile operation of HF may also be
permitted within a restriction of area surrounding the station
(state/district etc.), with no-operation clause for restricted/sensitive
areas that should be notified from time to time.
Embargo. I suspect that the police are not permitting the issue of ham
licenses in these areas. Amateur radio equipment is constantly being
misused in certain areas of the country and used against the interest of
the country. There may be justification to the embargo that we are not
aware of. Amateurs must not be perceived as interfering in Govts policy.
The above (2) reasons also apply here.
We need more spectrum and specially new bands. Digital modes should be
formalised.
Lifetime licenses may be issued after an initial period. Say about two
short term renewals or 10 years. Most of those who even renew once retain
their interest.
Increase of legal power limit is not required. In my experience as it is
there is an irresponsible use of higher power in India. If higher power
were to be legalised then the hams should be required to pass an
additional exam with the syllabus of effects of EMR (electro magnetic
radiation) and safety precautions. Recently the Australian govt has put
into effect such restrictions on radio amateurs. The hams must learn the
harmful effects of high EMR in residential areas and be responsible in
exposing the public to safe levels of RF.
No code licenses may be permitted to operate above 29 MHz in voice modes.
Pointless to add a power limit that no one obeys. 100W is the staple for
most equipment nowadays. Reduction of Code speed must be accompanied by a
more difficult exam, Morse requirement in my opinion has always separated
the "men from the boys".
I think the WPC (in their own wisdom) has allotted ham style prefixes to
commercial stations. Separate Px for each state is interesting idea but
many would not like to change their call signs. Different Px's for license
grades would "encourage" upgradation and probably make them better radio
amateurs.
We as radio amateurs can make demands of easing up on rules. We must
realise that the rules in this country are very lax as is. Most of us
(including me) would not pass the amateur radio exam in the United states
or England. We must request for changes that include a certain amount of
self discipline. Without this any changes made by WPC will send us closer
towards chaos on the amateur bands.

The only thing that I would like to suggest is that
serious efforts
should be made
to do away with the long time delay between writing the exam & getting the
licence
This is a big put off for the young young ham enthusiasts.
I have personally suffered
along with many of my friends & am yet to receive my licence even after
about
two years of passing the exam. One thing that can be done is to waive the
IB inquiry
for people who possess passports & have already had one police enquiry
earlier.
This is a must if we wish to popularise the hobby amongst students & youth
otherwise all the efforts will come to naught.

It really surprised
me while in "G" land (The U.K.)
I applied for my reciprocal Licence,
within six working days I got it with my call [ M/VU2UKR ]

In case a HF
A licencee can opt for an ALternate Location of the station
at the time of application.
so that he can operate his station his permanent location with
his/her CALSIGN
when operating from the Alternate Location, the call can be
his/her CALLSIGN /A
when operating mobile the station could be identified as
his/her CALLSIGN /P followed by the "Location "
in case of VHF
the handy should be permitted as mobile ...
why is the govt. allowing the import of Handy's ...
when they don't serve the purpose rather it is
"Forced to act as a base station"

WPC should accept the fees in the form of Indian Postal Order as
well as a DD of any nationalised bank of India.

Different Prefixes should be alloted region wise, which helps
decentralising and efficient managment of licencing. Monitoring
station in charge shoulds be authorised to give temporary permission
to change of location for demonstrations. rather than a communication
with WPC in Delhi which may take years to respond.
The DX'ers world around are looking for Andaman / laccadives,
the ministry should give permission for at least the DX-Pedition
teams to carry out their activity for a limited period atleast.

Digital modes, the fast changing trend should be taken care of,
timely change of rules required in this fast changing world arround.

Special prefixes should be alloted to those apply it for the contest
purpose IN TIME .

Packet Gateways / Internet Gateways should be allowed.
Since most of HAMs can access a CYBER CAFE .... [ for those who
have no internet connection at HOME ] and the people who have no
RIGs to Operate with , once you have your mutimedia PC
connected to the Internet , you can get connected to the HAM repeaters
in different countries then have your Dxing at a much lesser Expense ....

Bringing HAM radio equipment from Abroad should be included in
bagage rules. Duty to be excempted. Rules should allow the import
of TNC / Modems / and gadgets for Digital modes

Rather than giving all these suggestions I may put forward a simple
way to increase the HAM population in India is to
SIMPLY CLEAR THE BACKLOGS OF LICENCING PENDING IN WPC,
our number will be more than Double I bet.
To do so the present manpower to write the Licence should be increased.
The Licencing is still a MANUAL Task, in this DIGITAL age, the
Communication ministry is still running the PAPER workshop with
a minimun of 3 to four files to update to create a single Licence,
with the same entry being done.
The ministry should at least go in for a computer network of
monitoring station in differnt parts of India, a central control
could be there from the Delhi, This may reduce the burden of people
to come to the capital for the enquiry and other matters.
